[dev] Shebang in installed command

Hi,

Can you please look at https://github.com/horde/horde/pull/92

Packaging rules imply to not use /usr/bin/env for installed command.

This is already done for most command, but not for some recently added ones.

I'd like to see this fixed in master and 5.2
(this is, I think, a minor change, with low risk)

I'm currently working on 5.2 update in fedora/epel repository
(have to wait for new package approval).
