[dev] Horde is FIG member

Hi,

FYI, Horde is now an official, voting member of FIG, the PHP Framework  
Interop Group [1]. Which means we can take influence on and vote on  
any future PSRs.

Anyone can take part on PSR discussions, so if you see anything in the  
currently open proposals for future PSRs [2] that you find  
interesting, don't hesitate to voice your opinion.
