Ah, OK. I see. I would rather not *require* the execution of another
script i.e. horde-service-weather-populate, to fill the table so I'll
wrap the migration in a transaction. It probably wouldn't hurt to
include a script that can manually (re)populate the table too in the
case the list is updated.
