[dev] Horde_ManageSieve license clarification

Hallo,

I need to be sure if Horde_ManageSieve uses BSD 2 clause or BSD 3 clause 
license. It is the only package which has license designation "BSD" in 
pear xml, as opposed to BSD-2-Clause
