[dev] GeoIP GeoLite 2 discontinued

Hi,

the "$conf[geoip][datafile]" config references a site
http://www.maxmind.com/download/geoip/database/ as source of geoip data
files.

This site says:

GeoLite Legacy databases were discontinued on January 2, 2019. Learn
more <https://support.maxmind.com/geolite-legacy-discontinuation-notice/>.

Seems like they prefer using an API these days:
http://maxmind.github.io/GeoIP2-php/

As geoip use is not mandatory, it's probably not a pressing issue.
