[dev] xmlrpc PHP8

PHP 8 will drop the XMLRPC extension into pecl, effectively this is most
likely its retirement home as there was little maint activity in the
last years.

Should we go for a dropin replacement in userland (like phpxmlrpc) or do
you think we should drop xmlrpc altogether and ask users to switch to
jsonrpc?
