[dev] PHP 8 mysqli and pdo error handling changes in horde/db

I am currently looking into necessary changes to the horde/db library 
under PHP 8.x
The extension is throwing more native errors for example when trying to 
query a table which does not (yet) exist.

Expect an iterative approach rather than full coverage from the beginning.
