I do my development against MariaDB but postgres should mostly work just 
the same.

Try out https://github.com/maintaina/deployments for a more or less 
turnkey setup with containers or 
https://github.com/maintaina-com/horde-deployment for a composer base 
project you can run directly on your distribution.
In case you work against that version, please just open a PR with your 
issue and any preliminary patch you have. I am glad to pick it up.

Currently, I mostly concentrate on the Forms and Rpc related stuff and 
other areas where signature and inheritance checks have become stricter 
than they used to be.
