Yes, and concepts also (groups, permissions, options/preferences, etc).

That is what the admin guide should cover.  But no one has written one
yet.

In the cvs docs module, there is a (now obsolete) User's Guide (based on
Horde 2, needs updating for Horde 3), and a skeleton Admin Guide which
consists of exactly two short paragraphs. :)
