feature - command/interface control

Hello,
This is yet another feature request.  :)

It would be nice to have control of what the user can do, simply put.   Let's say I 
want my users to only upload ( a feature I actually need ), or I want to turn the 
uploading off altogether.  I can do this from the server, but I want to do it to 
eliminate confusion and create a very simple, secure file transfer agent.

I hope I made sense.
