You need to define yourself as an administrator in the horde config files.
In horde/config/conf.php (or horde/config/horde.php) something like:

$conf['auth']['admins'] = array('karl');

or 

$conf['auth']['admins'] = array('karl@ziprealty.com');

Depending on how you use realms.
