I don´t know exactly what you mean when you say Horde_Form,
but:
does it help when I say that I use e.g. 

Ver 1.19 of horde/lib/Form/Renderer.php (One day old/young)
or
Ver 1.5 of hermes/edit.php

so it seems they are recent enough, or?
