First you need to make sure your php is compiled with domxml (--with-dom).

To set your horde admin pass, you need to set an admin user in the
horde/config/conf.php file

$conf['auth']['admins'] = array('yournamehere');

Now, when you login, you should get an admin icon with all the goodies.
