[hermes] Updates in CVS - billing on "cost objects"

I've just committed some changes which replaces "deliverables" with 
"cost objects."  Cost objects are more generic, and deliverables have 
been kept as a specialization of a cost object.

A cost object is anything you can record time against, and any Horde 
application can provide them by implementing the "listCostObjects" API. 
  I have implemented that API for whups, so it is now possible to bill 
time against tickets.
