problem with horde

I use

operations

If I write in config:

<Directory /var/local/apache/htdocs/horde>
    Options Indexes FollowSymLinks
    AllowOverride None
    order allow,deny
    allow from all
    <IfModule mod_php3.c>
        php3_include_path '/var/local/apache/htdocs/horde/phplib'
        php3_auto_prepend_file /var/local/apache/htdocs/horde/phplib
        php3_magic_quotes_gpc Off
        php3_track_vars On
    </IfModule>
</Directory>

I get error when run test.php3 in error.log

input in flex scanner failed

If I don't write this, certanly , I get
PHPLIB Configuration
track_vars: Yes
PHPLIB (is page_open() defined): No

What can I do to get it works?
