[horde] Babel status

It is currently dormant. It's maybe halfway converted to PEAR DB and other 
Horde 1.3 framework standards. My personal interest in it has diminished 
greatly since getting a local newsserver up and running; given that (and nntp 
solves the scalability problem nicely), Troll is a better place to spend energy.
