If you use IMP 2.2/Horde 1.2, then you need _somewhere_ to store sessions. A 
database is the most common and most reliable option. You can also use shared 
memory, ldap, or dbm, but you're more or less on your own looking into those.

If you use IMP 2.3/Horde 1.3, then php4 sessions use files by default.
