Nag reaches stage 5

I just tagged Nag as stage 5, in accordance with the development
roadmap (http://cvs.horde.org/cvs.php/nag/docs/ROADMAP).

At this point, Nag is pretty usable, so if any of you are
interested with playing with it, now's a good time to get
started.  Feedback would be appreciated.
