Problem with test.php or test.php3

I am running redhat v 7.1 . When I finished my config for Horde and  ran
the test.php I got the following error message:
Warning: Failed opening '/var/www/html/horde/test.php' for inclusion
(include_path='.:/usr/local/lib/php') in Unknown on line 0

    Any help would be great.
