[horde] debugging levels for prefs problem

just a stab, but the docs/INSTALL file direct you to create a table titled 
horde_prefs with uid, scope, pref_name, and pref_value BUT the 
scripts/db/prefs.sql file direct you to create a table titled horde_prefs with 
pref_uid, pref_scope, pref_name, and pref_value.

this solved my problem. maybe yours too.
