INSTALL document and wvHtml installation.

Aaeehem.... I just found out that the wvHtml installation instructions are not 
added in the INSTALL document of horde/INSTALL document. But, it is added in 
the doc project! I don't wanna be "pushy pushy" here, but thought someone 
missed it or not.
