[horde] Initial user login after install (sort of OT)

Under the current method, all tickets are Owner=
Unnasigned. I had thought that this was because I
hadn't implemented user/password in mysql. I would
rather not have to dupe enties anywhere as this
would just add to my admin duties.

You don't need to use any specific auth system to use Whups with Horde
users. 
Anything that requires that in the mean time is an intermediate step and
will 
be fixed.
