[horde] language problem

The main loggin windows detect fr-ca correctly from netscape,mozilla and internet explorer...

the problem happen when loggin in without selecting a language.

If i set the default language in /horde/config/lang.php to english or to french my firts horde page still show in french until i log in without choosing french
