[horde] Lang.php & Registry.php Errors

Yes, it was simple - just as I send to the list :-)
It was a perm issue. I chmod'd the config dir 0440 as the INSTALL doc
instructed, however I did not have group www (group apache runs as)
owning the documents. So, changing that to 0444 or changing the group
ownership (which I did) solved the problem.
So, it's working. Thanks for those that read through anyway.

I've looked through the archives and the included documentation and I've
ran into the following errors.
The .dist files have all been stripped and test.php works as expected.
The updated PEAR is in /usr/local/lib/php. However, for some reason
horde does not appear to be functioning correctly.
I thought this would be a pretty common occurrence if something simple
was left out, but I cannot find anything similar online.
Any help would be appreciated.
