New installation of horde/imp/turba

Hi,

I have previously set up an older version of horde and imp with little problem. 
  This time I am trying to install the lastest stable version of horde, imp, and 
turba.  I have tested php, mysql, imap, and horde's test.php without any problems.

When I try to login to imp I either get a message saying that my session has 
expired and I should login again (over and over), or the login page comes back 
up as if I was logged in and out without doing a thing.

If anybody knows what might be causing this I would appreciate the help.  The 
server is a RH Linux 7.2 implementation with Apache 1.3.25, PHP 4.1.1, mysql 
3.23.41.
