I want to keep the dialogs in english but the spell checker in portuguese.
How do I do that?

Lock the language preference in config/prefs.php, but then your users can't 
select their language at all.

Depends on your version. If you use IMP/Horde from cvs (RELENG or HEAD) you 
set the default language in lang.php. If you have the release version you 
have to set a default language in all the config/prefs.php files.
