database options not working

I had (still have) a working HORDE-2.0/IMP-3.0 on my test workstation which 
used the database on the localhost.
I wanted to try out some database ssl connections, but after modifying 
horde/config/horde.php, horde keeps looking in the database at my localhost, 
and not at the remote DB server.

Any ideas on what can be wrong?

P.D.: what does the protocol field in the $conf['prefs']['params'] mean?
