The documentation is in the docs/ directory under both horde/ and imp/ --
see INSTALL for installation and configuration.  See esp. section 2 on
setting up the database, which will refer you to the scripts/db/ directory
for the scripts appropriate

Uh.  You don't see 'REPLACE INTO user' at the very top of
horde/scripts/db/mysql_create.sql ?  (I'm assuming we're talking about 
HEAD or RELENG now, but the 2.2.x scripts do that too.)
