Blank page with Horde 2.0...

I just tried upgrading to 2.0 and I'm having a problem with the system
returning nothing but an html document with an empty body.
Relevant information:
Server: Apache 1.3.22
PHP: 4.1.2
I've tried to configure all of the things I can (It looks fine to me).
Is there a way that I can trace things through and get better visibility
into the problem?  The system is configured to log into /tmp/horde.log, but
I get nothing.
