FW: [horde] test.php not working

Maybe someone out there can help me.

I have Apache and PHP4 working on Windows 2000 Server. I cannot seem to
get Horde to work. When I try to access test.php from Internet Explorer,
it tells me the page cannot be displayed and I get a Dr. Watson error in
my Application Log. Has anybody else had this problem?

None of the .php files supplied with Horde are working.

I know php is working because, I created a phpinfo.php file with 
<? phpinfo() ?> and it works fine.
