[horde] can't get horde Groups and Permission to work but Users.

I believe HEAD is the absolute latest super cool yet unstable stuff and
RELENG_* is more stable stuff, where they cut the actual releases out
of.

So if you want think of it like Debian's structure:

Potato = Stable
Woody = RELENG_*
Sid = HEAD
