[horde] bindtextdoman()

Hello all,
    I'm having problems getting horde to run on a box.
    I installed imp-devel from ports, it in turn installed
    horde etc. I have php3+4 (latest) running on the
    box and this is the error message I recieve on entry
    to the /horde/ directory:

Fatal error: Call to undefined function: bindtextdomain() in
/usr/local/www/horde/lib/Lang.php on line 91

    What do I need to compile in with php to get this
    working? Or is it not php?

    This only happens with -devel.
