[horde] Enabling use of short tags in PHP code breaks XML.

Yes, for the purpose of readability and coding easiness. It shouldn't 
interfere with anything in the Horde directory, and you can always enable 
(or disable) short_open_tags directory based.

I see your point on depending on some configuration option but still...
