[horde] No Auth on horde

Is it possible to have no authentication on horde?  

I want to setup an horde install that just has display type stuff (I know they 
won't be able to have prefs, etc).  I want to display CVS, Comics, Headlines, 
etc... but when you go to /horde on the server, it redirects to the 
login.php.  

I've got allow_guests in the registry set to true on all applications 
including horde.

Am I missing something?  If there's a FAQ on this, then I'm totally missing 
it.
