[horde] Failure to update bottom-frame

I have set the default language to Swedish, for some reason horde/imp
insists on showing the english variant when I first log on.

Anyway, once I have completed the log-on procedure, the entire frame-
work shows the correct language, except for the bottom (framed) menu,
which is still showing all items in English.

I am using the IMP "authentication" to allow a single log-on.

Latest (stable) release.
