[horde] Failure to update bottom-frame

Where and how? The prefered language that the browser sends to Horde will be
used if you don't set and lock the language in the config/prefs.php files.

That's correct and can't be handled gracefully in another way. Horde from
CVS (HEAD) has this solved.
