[horde] Horde index error

I am setting up Horde for the first time and have an error on the home
page once I log in.  The error I am receiving is:

Invalid Module: imp

The error is being generated by user.inc in /horde/templates/login.

My config.php has the entry for IMP commented out, so I can't figure
where the error is coming from.  The only entries in config.php I have
active at the moment are horde, logout and kronolith.

I'm sure this is fundamentally easy, I'm just missing it due to
unfamiliarity.
