[horde] hordePrefs/impPrefs initialization routine

I'm trying to find the function/routine that
initializes the hordePrefs with which ever driver is
specified.

I believe I've narrowed it down to horde/lib/Prefs.php
and either the &singleton or setDefaults functions.

Would someone be so kind as to confirm or redirect me
to the correct portion of code.
