[horde] configuring users in horde

Group please correct me if I'm wrong, but I think if you are using Imap auth
for horde then you may not be able to have "add" user/group functionality. I
think sql or ldap auth is needed for horde to use that functionality.
I'm still new a little new to horde, but I hope this helps.

I just installed horde and everything seems to be working ok (i.e. the test
page comes up fine), but for the life of me, I can't figure out how to
create and manage users (including the admin user).  How do you do this?
