[horde] IMAP authentication with administration

So I was able to solve my administration problem, by creating a skeleton
conf.php file, then using the administration tool to create the one I
wanted.

I wonder if it would be possible to include some kind of imp/config/conf.php
file that would satisfy the initial authentication need, so we can use the
admin tool to create the imp/config/conf.php file for real?
