[horde] PHP's Mime Magic Support

I have been struggling with this for more than a week too.  I learned yesterday (although this is unconfirmed) that:

* Despite mime-magic being listed as a requirement in the INSTALL doc, it is not; and
* Mime-magic is only supported in PHP 4.3 and higher.

I would still like to get confirmation on this from one of the official devs, though.
