[horde] POP3 functionality

I noticed there's some POP3 functionality in IMP 3.x. However, when I enable it 
I don't have access to my IMAP folders (as expected) but I also can't create 
folders.

Is there no way to configure this? An ISP I'm considering doesn't do IMAP. 
Therefore, I must use POP3 if I'm going to use them.
