[horde] Call to undefined function: hascapability()

Thanks. My problem was mainly that I tried to upgrade too many things
(Apache, PHP, MySQL, Horde, etc.) at once, and didn't confirm them
independently. Rookie mistake.

I'm back up and running now. Thanks again.
