[horde] Toolbar Feature Request

As already pointed out, this is handled in horde/config/registry.php
but since you never mention the version you are using, we can't say much
more.  It is easy in newer versions, harder in older versions.

Maybe some day, but right now the admin interface is only for the applications
under Horde and not for Horde itself.
