i'm not quit sure if this helps,but i had the same problem and fixed it by
setting (in horde/config/conf.php) css-cached to true (i spuppose setting
it back to true) and using my proxy (in ie-client)...then it worked without any problem.

but setting up a proxy can't be the solution here...
