[horde] Horde 2.1 install: Good test.php, blank index.php

I am having a very similiar problem. All the test.php pages come up
correctly, but the index.php pages just result in a blank page. View
source with the web browser shows that horde/imp are generating the
blank page with: <html><body></body></html>

This is with a Debian Woody system, using the horde2/imp3 packages from
Debian testing.
