[horde] Administration links

In the registry, if I set horde to hidden, the Administration links do not 
show up in the horde menu, and I get PHP errors on main Horde Adminitration 
page. If I set horde to notoolbar or active, Administration links show up and 
function normally. Is this normal behaviour by setting Horde to hidden? If so, 
then I'm getting PHP errors from ./templates/admin/common-header.inc.
