[horde] Confusion over compatibility

I think I may have screwed something up with my CVS checkout---I'd checked out 
RELENG_2 of horde and then changed my mind and checked out the HEAD branch of 
horde.  But many of the modules, such as Agora, have a conf.xml rather than 
conf.php and when I visit the url I get an error that it can't find conf.php.

Looking at http://horde.org/source/versions.php implies that the HEAD of all 
these modules should work with horde 3.0.  Is this correct?

I'm wondering if I should I nuke everything and try again.
