You can (should) set this in nag/config/conf.php (and maybe in
horde/config/horde.php or horde/config/conf.php depending on versions, etc).

Probably in nag, and any other horde modules that use sql? In CVS HEAD
of Horde apps, you can set it once in the Horde configuration and most
of the other apps will inherit it from Horde. In release versions I think
you need to set it for each (sql enabled) app separately.
