[horde] making a module only accesible by admins

Hello,

I'm using the latest HEAD version of horde and associated apps.

I would like to make it so that some modules are only available by admins.
i.e. they appear under the "Administration" menu, but aren't visible to
normal users.

Is there a way to do this?
